Summary¶
Read of the 2021 third-party report on the ministry's hospitality scandal. Snapshot note: the final report is dated 1 October 2021 and was published by the ministry itself; the committee comprised five private-sector experts chaired by a former prosecutor, with four lawyers as support staff.
Findings¶
documentedThe 2017 4K licence was granted without noticing the foreign-capital violation — found not intentional, a审查-method failure.1documentedFrom ~Aug 2017 the ministry knew of the violation and did not revoke the licence, approving transfer to a subsidiary instead; the "possibility is high" it ratified the illegal state, and "the charge that it distorted administration cannot be escaped" — but the committee could not connect this to the dinners.1documentedAll other items examined showed no irregularities: the Igo/Shogi certification, the satellite future working-group shift, Docomo pricing, the NTT restructuring.1documented78 dinner instances recognised; 14 officials disciplined; three broadcasters warned for past foreign-capital violation.3documentedThe fifth trust-recovery guideline asks the ministry to shift from "valuing impressionistic information picked up at dinners" to "decision-making based on objective evidence and logic."2inferredThis is the bundle's strongest primary document and it constrains the argument: it supports structural capture, not a proven quid pro quo.
