2026-10-03 — Bundle created

  • Scaffolded from the working OKF v0.2 conventions in ../options-system-wiki/.
  • Seeded from the research sweep of 2026-10-03 (64 sources; see evidence ledger).
  • Added the three-tier claim-status policy (documented / inferred / contested) to the charter — this bundle's one deliberate divergence from the reference implementation, because the domain is politically contested and the failure mode is laundering inference into fact.
  • Seeded 95-inbox with the three dated findings bundles from the same session.
  • All concepts status: draft; nothing promoted to stable (promotion is a human:yasu event).
  • Added tooling: tools/new_concept.py (scaffold) and tools/validate_bundle.py (convention check). Bundle validates clean at creation.
  • Recorded six decisions in 96-journal/decisions.jsonl, two of them open threads (verify the Shindo overlap against primary rosters; read the MIC report's middle pages).
